BSIF to publish the 2017 Guide to the British Safety Industry
The British Safety Industry Federation (BSIF) is the independent voice of the UK safety industry, serving and representing UK businesses that keep people safe and healthy at work.
Although our responsibilities are to the UK, in order to discharge them effectively, the Federation draws on its international reach as part of the European Safety Federation. Working for the country’s interests and leveraging relationships at home, we work with the Health and Safety Executive, the Department for International Trade and the Department for Business Energy and Industrial Strategy.

REGULATION (EU) 2016/425
The BSIF has been very active in working with legislative bodies to progress the passage of the much discussed replacement of Directive 89/686 EEC on CE marking with a new Regulation. The new here Regulation (EU) 2016/425 was published and came in force in April 2016, with various stages of transition through to April 2019.
The task throughout the last 16 months has been supporting UK commercial operators to ensure that they are ready for milestone dates as they come due. BSIF has run several regional workshops to educate the market on what they need to do and by when. However, this task has not been made any easier by the reticence of the EU Commission to provide comprehensive guidelines or indeed to provide clarity on crucial points of interpretation.
The new Regulation will not technically change or alter the safety performances of PPE but will bring the category into line with other current EU legislation. However, in doing so, there are change requirements to certification, packaging, user instructions and technical files, which if not executed correctly, will mean that a product is non compliant.
BSIF have created a step by step flowchart for our membership that, with the support of the Department for Business Energy and Industrial Strategy, provides a detailed process for commercial operators to ensure their product offer will be compliant.
Subsequently, our task will be to bring Trading Standards (the UK Market Surveillance) up to speed on the details of Regulation (EU) 2016/425.
Users of Personal Protective Equipment should not themselves be overly affected by the change from the “Directive” to the “Regulation” but it is important that they know the basics so they do not make unnecessary and inappropriate demands of their supplier, which could cause unnecessary disruption in supply.
As the market works towards the implementation of the new “Regulation”, we ask users to ensure that they’re also aware of the changes.
